So the goverment now has two contractors for the plate project... paano na yung mga inipit ng customs at binigay ng libre sa goverment?
The Supreme Court has lifted the restraining order that stopped the release of around 700,000 license plates for motor vehicles and motorcycles.
Covered by the restraining order issued on June 14, 2016 are the 300,000 pairs of license plates for cars and 400,000 license plates for motorcycles.
During Tuesday’s en banc (full court) session, the high court declared as constitutional the use of appropriation under the Motor Vehicle Registration and Driver’s Licensing Regulatory Services in the 2014 national budget for the implementation of the Motor Vehicle License Plate Standardization Program.
“The Court ruled that the 2014 GAA (General Appropriations Act) included an appropriation for the program and the use of the appropriation is constitutional,” the high court said.
The program, which shall run from July 2013 to June 2018, has a budget of P3.8 billion for the procurement of license plates for 5,236,439 motor vehicles and 9,968,017 for motorcycles nationwide.
The DOTC has awarded the project to the joint venture of Netherlands-based J. Knieiriem B.V. Goes and local company Power Plates Development Concept with the contract being signed last February 21, 2014.

Meron ng Mark yun windshield dahil hanggang ngayon nakadikit pa rin yun conduction Sticker.
Ang tagal na natin hinde na experience na aksyon conduction Stickers dahil meron ng plaka. [emoji23]
Paranf naging mga oldies tuloy tayo dahil hinde na aalis ng conduction Sticker kahit meron ng plaka.

So malapit na makakahimas ng plaka na bakal... Pati yung "donation" ng BOC ng mga plaka na OK na rin.
SC says LTO can release 7 , license plates
MANILA, Philippines – Around 700,000 license plates can now be released to motorists after the Supreme Court (SC) lifted the temporary restraining order (TRO) it issued in 2016.
The TRO had prevented the Land Transportation Office (LTO) from releasing the license plates. With the lifting of the TRO, there is no hurdle at this point to the release of the plates.
SC Spokesperson Theodore Te said in a news conference on Tuesday, January 23, that the en banc denied the petitions to declare as illegal the donation of the 700,000 license plates to the LTO.
The Bureau of Customs (BOC) confiscated 300,000 license plates for motor vehicles and 400,000 plates for motorcycles in 2016 after the manufacturer failed to pay taxes. Instead of disposing of these, the BOC donated the plates to the LTO to address the latter's backlog in issuing plates to motorists.
Petitioners questioned the legality of the donation, saying it would be in conflict with the notice of disallowance that was issued against the LTO-Motor Vehicle License Plate Standardization Program (LTO-MVLPSP).
In lifting the TRO, the SC en banc unanimously ruled that the budget for the standardization program in the 2014 General Appropriations Act (GAA) was constitutional.
"The appropriation, both for procurement and implementation, has been examined and decided by the Court and may not be assailed anew under the present petition based on the same grounds," Te said.
The modernized license plates include new safety features such as tamper-resistant locks and bolts as well as reflectorized sheeting. – Rappler.com

so, what are LTO's final decision on plate design?
gradually replace the current plates to black-on-white? it'll be more costly than staying put, as it involves replacing my estimated 70% of the current plates out there.
or just retain the current green-on-white design? in which case, there's no need to ask anyone to pay money to have the current plates replaced.
if memory serves, the original shift to black-on-white, was to have uniformity in the myriad of current plate designs out there.
and some authorities opined to apparently deaf ears then, that "if you wanted uniformity, you should just have stayed at the green-on-white design, and waited for everything else to either bite the dust or gradually replaced the other (lesser-number) color schemes with green-on-white. instead, you introduced a totally new design! what nincom...!!Last edited by dr. d; January 24th, 2018 at 09:35 AM.

They have to settle with the 1st supplier they scammed first... which was done in bad faith.

But after the Supreme Court's go signal to release around 700,000 license plates, the LTO says it is set to release these as soon as the decision becomes final.
However, of the 700,000 license plates subject of the June 2016 stay order, only 300,000 have yet to be released.
Half of the stock had been distributed before the court issued a stay order and regulators say the remaining license plates are replacements for old plates.
But there's still the bigger problem – a backlog of six to seven million plates dating back to 2013.
LTO Executive Director Romeo Vera Cruz said they're still waiting for the Commission on Audit's (COA) action.
The COA disallowed the motor vehicle license plate standardization program in 2013.
Vera Cruz said, "Pending pa 'yung petition for review that was filed by DOTR-LTO noon pa."
He pointed out this was a big deal as it would cover 11 million plates.
"We cannot pay because of the notice of disallowance. If we cannot pay the supplier will not deliver," Vera Cruz added.
Vera Cruz said they're hoping the high court's ruling will prompt the COA to act soon on their petition. But pending the COA decision, the LTO has already procured three million plates.
Vera cruz said these plates would cover vehicles registered from July 2016 to December 2017, adding production would begin in March and release would start in April.
