MMDA sues cop who arrested traffic enforcer
THE conflict between the Metropolitan Manila Development Authority and the city of Makati is far from over.
Angelito Vergel de Dios, traffic executive director of the MMDA, yesterday said the agency's legal office will sue Insp. Freddie Satorre of the Makati City police intelligence unit for hauling off to jail MMDA enforcer Eddie Cruz.
De Dios said the arrest of Cruz was illegal.
"Any member of the Makati police and the Makati Department of Public Safety who will arrest MMDA men while citing traffic violators will be charged in court. They should suffer the consequences of their action as our men are just doing their job," De Dios said.
Cruz was held for several hours at the police station after Satorre cited him for using an expired traffic violation receipt at 9 a.m. last Sunday.
Cruz earlier flagged down a car driven by Charles Tanpoco at the EDSA-Ayala intersection for allegedly disregarding the traffic lights.
Policemen also recovered from Cruz four driver's licenses, one of which belongs to a foreigner, and an original certificate of vehicle registration.
Cruz was released later in the afternoon after the Makati City Prosecutor's Office junked the case lodged by the policeman against him.
MMDA legal chief Emmanuel de Castro said they will file criminal charges against Satorre before the Office of the Ombudsman while the administrative raps will be lodged before the National Police Commission.
He said Satorre arrested Cruz on trumped-up charges "that's why we have to move to protect our enforcers."
During confrontation, De Dios said Satorre failed to show a written directive from Mayor Jejomar Binay ordering the arrest of MMDA traffic enforcers in the city.
Binay has warned MMDA traffic personnel of arrest once they apprehend motorists violating traffic regulations in Makati following the ruling of the Supreme Court stripping the agency of its legislative authority.
The MMDA downplayed Binay's threat of arrest, saying the agency is mandated by Republic Act 7924 to enforce traffic laws in the metropolis.
