Optional Motor Vehicle Special Plates (OMVSP)
Pursuant to the provisions of Batas Pambansa Bilang 43, Batas Pambansa Bilang 74, and Republic Act No. 4136, and in view of the impending exhaustion of combinations of alpha-numeric characters under the current format of license plates and as an additional source of revenue for the government, the following guidelines and procedures in the issuance of the 2004 Optional Motor Vehicle Special Plates are hereby promulgated for the guidance of all concerned:
Section 1. Background
The existing alpha-numeric numbering system currently being utilized for issuance of regular license plates to new motor vehicle registration is about to be depleted, especially those assigned to the National Capital Region, Region 3 and 4. Likewise, there has been increasing requests for specific alpha-numeric combinations for their plates. Hence, the introduction of a different sets of alpha-numeric combination system is needed.
Section 2. The 2004 Optional Motor Vehicle Special Plates (OMVSP)
The utilization of the 01-100 numeric characters to be matched to ALPHAS, as in three (3) letter and two(2)/three(3) number character combinations, for issuance to all regions, will solve the problem on depleted alpha-numeric character combinations.
Corollary to this, based on experience, Philippine motorists like those in other Asian countries choose preferred alpha-numeric characters for personal identification purposes. Accordingly, the issuance of the 01-100 numeric characters coupled with choice alphas provides a good opportunity for LTO to increase its revenue by setting aside a different pricing scheme for the said plates.
The letters I, O and Q shall be considered since these letters have been issued as special license plates. Letter O should be changed to a different font so as not to confuse with number 0 (zero).
By utilizing letters I, O and Q in the current and proposed format of pair series, the resulting supply will be sufficient to meet the needs of the LTO clientele.
As source of additional revenue, increased cost shall be collected for production of unissued motor vehicle license plates with choice characters such as triple-alpha; triple-numeric; numeric characters 168; any numeric combination with identical first and third characters i.e. 101 and 707; and any combinations not forming part of the regular series of license plates when requested for production by a motorist.
Section 3. Coverage
The motor vehicle special license plate consists of alpha-numeric combinations and is considered as a regular license plate (one pair). It is issued only upon application by the owner of a brand new private motor vehicle which is for initial registration with the Land Transportation Office. The units covered are as follows:
Cars
Sports Utility Vehicles (SUV)
Asian Utility Vehicles (AUV)
Sports Pick-up
Commuter Vans
Section 4. Exclusions
The following types of brand new motor vehicles shall not be covered for issuance of motor vehicle special license plates:
Public Utility Vehicles
Cargo Trucks (private/for hire)
Service Vehicle (Hotel limousines, tourist vehicles, rent-a-car, ambulance and funeral hearse)
Vintage Vehicle
Government Vehicle
Diplomatic/OEV
Used Imported/Surplus MV
More than four (4) wheel category
Section 5. Statistics on New Motor Vehicles for Registration
The yearly population of new motor vehicles for registration is approximately 130,000 to 150,000 vehicles. The additional numbering system herein set forth will augment the available alpha-numeric character combinations for these new units.
Section 6. Acquisition and Pricing Scheme
Under this program, the owner of the covered brand new motor vehicle may apply at any authorized LTO Regional/District Office or at the LTO Central Office for a pair of the 2004 Optional MV Special Plates for his unit under the following scheme:
[B]Any triple alpha and non-triple alpha + two (2) numeric character combinations 01-99, shall cost Twenty Five Thousand Pesos (Php25,000.00) inclusive of the handling charge by the authorized LTO courier.
Example: AAA 01 ARL 08 LRM 99
Any triple alpha and non-triple alpha + numeric character 100, shall cost Fifteen Thousand Pesos (Php15,000.00) inclusive of the handling charge by the authorized LTO courier.
Example: GMA 100 BBB 100 PAC 100
Any combination of characters such as triple-alpha, triple-numeric and other combination of characters as specified in Section 2.3 hereof, shall cost Fifteen Thousand Pesos (Php15,000.00) inclusive of the handling charge by the authorized LTO courier.
Example: MCM 707 DML 168 MTS 808
In addition to the cost of the 2004 OMVSP, the motor vehicle owner shall pay to the LTO the applicable fees and charges for the registration of his unit.
Section 7. Specifications for the Proposed Numbering Scheme
The 01-100 numbering scheme issuance, together with the preferred inscriptions involving alpha and numeric characters under the current plate format,, shall be known as the 2004 Optional Motor Vehicle Special Plates (OMVSP). The OMVSP shall have the same color scheme (green embossed alpha-numeric and border, green slogan, Matatag na Republika and plate format of Center Rizal Monument full color graphics). The OMVSP is issued in pair and considered as a regular license plate. IMO iba yung vanity sa personalized. Sa personalize you can pick and choose the letters and numbers of course for a price.

talaga nga naman ang LTO. paano kung may nadisgrasya at nag hit and run. eh sakto pareho ng car model and color pero ang sayo may huling number, yung sa suspek wala.

have you noticed the new plate numbers in new cars on the road with 3 letters and only 2 numbers, but still having the rizal monument background? may kakilala akong naglabas ng fortuner with this kind of plate, sabi nya 60K daw ang binayad nya to get this plate.
