"It must be the interest first and last —wala na first and second —the first and only interest is government interest. Nothing else matters," Duterte said before ending his speech.

August 9th, 2016 12:17 AM #4645speaking of Colombia, or more specifically the Medellin. dun nyo makikita how drugs affect people. for example, the men of the hour , Escobar, his cousin and other leaders of the Medellin as well as Cali. Look at them, they distributed drugs from New York to Florida to LA.
Pero analyse these leaders, they were very smart, almost like geniuses like stephen hawking. one would ask the question? if these leaders were addicts, how were they able to elude and outsmart the Americans with all its think tank personnel. REASON. they were not addicts. they did not take what they sold. or maybe some.
same as Al Capone, who was the biggest liquor gangster the world has ever known. if He was always drinking, eh nahuli kagad siya nila Elliot Ness. and how did he go down? tax evasion. imagine the greatest alcohol smuggler in history, went down coz of tax evasion. that is one shrewd person who was not an addict.

Please take note that when our President came out with his recent exposè he named FRALZ SABALONES, the Vice Mayor of San Fernando, Cebu as one of those local officials who are involved in drugs, but when VM Fralz Sabalones got wind of this he denied it vehemently and pointed an accusing finger at his brother FRANZ SABALONES as the drug lord, not him.
Now, FRANZ Sabalones came out and admitted to your good friend BATO that he is the drug lord in order to save his brother, NOT because of his sincere desire to go back to the fold of the law or because of the relentless war waged by the President against dangerous drugs as what you are trying to portray.

WHO wrote the intelligence report linking local officials, members of the judiciary, police officers, military officers and other law enforcers to the illegal drugs trade?
Ang nagsulat ay mga tagapagpatupad din ng batas at ang holdings na nakalagay sa report ay hindi kahapon lang ginawa, o noong isang linggo lang o noong isang buwan lang o sabihin pang noong isang taon lang.
Ang holdings o batayang impormasyon kung bakit nasa listahan ang mga nasa listahan ay dahil sa mga impormasyon, mga pangyayari, mga reports ng iba’t ibang police units din sa loob ng mahabang panahon na pinagsama-sama sa iisang report. Ito ay naglalarawan nang takbo ng operasyon at distribusyon ng ilegal na droga sa Pilipinas.
Ngayon, ang tanong: Gaano katatag o ka-solid ang nilalaman ng intelligence report?
Sa pagsusuri ko sa nilalaman ng matrix ng drug operation and distribution sa bansa, may dalawang klase ng impormasyon na nakapaloob. May verified, may for verification.
Yung verified information, yan yung may mga detalyadong report sa kung paano sila nasangkot sa ilegal na operasyon at pagbebenta ng droga at sa kung sino ang kanilang mga kasapakat o kung paano nila naisasagawa ang kanilang pagnenegosyo ng ilegal na droga.
Sa report—isa sa mga malinaw ay ang sa kaso ni Mayor Rolando Espinosa, anak niyang si Kerwin, sa mga tinutukoy na main supplier o source nila ng ilegal na drogra na si Peter Co at ang mga umano’y protector nila sa hanay ng Pambansang Pulisya, na sa report, tinutukoy na sina retired General Vicente Loot na alkalde na ng Daanbantayan sa Cebu at si retired Gen. Marcelo Garbo.
Yung sinabi ni PNP Chief Ronald “Bato” Dela Rosa na kusang sumuko sa kanya, yung No.2 most wanted na drug personality sa Region 7 na nagngangalang Franz Sabolones, ay may malinaw din na detalye sa kung ano ang involvement niya at kung paano siya nag-operate.
Ka-lebel siya ni Jaguar ng Cebu na napatay sa Las Piñas, sabi ni Chief PNP at ang common denominator nina Kerwin, Sabolones at yung napatay na si Jaguar ay ang link kay Peter Co na siyang nagpaparating ng shabu from mainland China. Nagagawa itong lahat ni Co habang siya ay nasa Maximum Security Compound ng National Bilibid Prison.
Hindi lang Region 7 at Region 8 ang sakop ng lawak ng operasyon ni Peter Co batay sa intelligence report. Sapul ang Region 4 at Metro Manila sa kanyang drug distribution.
Mapapansin na sa mga heneral, active and retired na nasa intelligence report, nasa listahan at bahagi ng matrix ng illegal drugs operation, ang common denominator, na-assign sa mga lugar na nabanggit, Region 7, 8, NCR at Region 4.

Sa panig ng mga lokal na opisyal, tatlong klase ang holdings o batayan kung bakit sila nasa listahan.
Una, proteksiyon o pagtanggap ng pera mula sa ilegal na droga on a regular basis. Kung baga, nasa payola na. Ikalawa, tumanggap, minsan lang, pero big time, kaugnay ng eleksiyon o sa tuwing eleksiyon lang, seasonal kung baga. Ikatlo at pinakamasaklap, yung sila na mismo ang operator at distributor ng ilegal na droga, yung tipong hindi na nakuntento sa basta pagtanggap na lamang ng lagay o pera mula a sindikato ng ilegal na droga.
Ganun din ang kuwento sa mga pulis na sangkot, mababa ang ranggo o mataas ang ranggo. Hindi nagkasya sa recycling ng nakukumpiskang ilegal na droga. Sila na mismo ang nagbebenta ng droga.
Doon sa mga hukom na isinasangkot, mga kasong dismissed at halos hindi na umusad na may kinalaman sa ilegal na droga ang nakalagay na holdings at hindi iisang kaso lamang ang nabanggit doon sa ilang hukom, kundi ilang kaso na lahat ay may kinalaman sa ilegal na droga.
Ngayon, alam ninyo na kung saan ang hugot ng statement ng Chief PNP lalo na noong nakaharap niya ang mga pulis na sangkot sa illegal drugs.
Siyempre may mura. “Bakit ninyo pinayagang umabot sa ganito? Kayo ang tagapagpatupad ng batas! Kayo ang nagtutulak ng droga!”
At mas lalong alam ninyo na ang hugot ng mga pahayag ni Pangulong Duterte mismo: “Bakit lumala nang ganito ang problema sa drugs? Dahil sangkot mismo ang nasa pamahalaan!”
Hindi ba kayo nagtataka, lalo na sa mga hanay ng pulis na nabanggit sa listahan, walang pumalag? At nang tanungin ni General Dela Rosa,: “Sino sa inyo ang galit sa akin?” walang umimik.
Kasi, puwedeng magtago ang ibang mga isinasangkot sa droga ng kanilang kaugnayan, pero ang pulis sa kapwa pulis, sila ang nagkakaalaman.
Alam ng pulis kung drawing ang laman ng intelligence report. Alam din ng pulis kung may batayan ang isang intelligence report o wala. Sila ang nagkakaalaman. Sabi nga ni Dela Rosa, “huwag na kayong magmalinis, huwag na kayong magmaang-maagangan”
