Baloney!
Well, not a bad idea also to drain and clean the gas tank to remove water or any other residue that accumilated in time that caused harmful to engine. Anyway, water from the tailpipe is a normal condition. One of the byproducts of the catalytic converter process is, transforming harmful vapors into.....not so harmful vapors. One of those is water vapor, the vapor will condense on the exhaust pipe walls and accumulate inside it. If you notice, there is a hole in the bottom of the muffler to allow the trapped water to escape and it will also drip from your tailpipe once you start your car.

white smoke = condensate that is accumulated in the exhaust that vaporizes again once hot air flows through.
I think this happens because the engine cools slower thus cold air move thru the exhaust system thru convection. During the process, some water vapor is trapped inside the exhaust system and then expelled when the engine is running. Just my opinion
