SatTV is iffy regardless of where you are. Imagine trying to focus an RF signal no more powerful than a 50W lightbulb that's 36,000 Km away onto a receiving antenna (LNB) the size of your fist. It all comes down to precise aiming and installation technique. For one, the dish should be installed on a rigid surface. Rigid... as in concrete.... nothing that moves or vibrate unless it's an earthquake. I learned this the hard way by having it installed initially on our metal roof. When the wind was strong enough or we get so much as a drizzle, the pitter-patter cause the roof to vibrate and we lose satellite lock for several minutes. Two weeks of complaining didn't help. I then decided to have it transferred to our balcony's concrete firewall and everything's well with the world again.
For you billing concerns, just pay what you think is due, keep the trouble ticket open and take note of the reference number until they address your concerns.

Just thought about sharing a fix for the issue i had recently with my Cignal TV subscription:
Our service was interrupted Saturday afternoon till Monday morning. I tried calling but wasn't able to get through their lines. After a number of redials, I waited for an eternity to get through. Being in front of the tv and box, their tech support walk me through and was able to have the issue fixed.
Issue:
STB Starting Up error on your screen. (Gray screen asking you to wait)
Kindly perform troubleshooting steps below.
1. Unplug the RG6 cable at the back of the receiver
2. Perform hard reset
3. Wait for the tech error to prompt (Technical Problem)
4. Press “ok” on the remote control
5. Plug the RG6 at the back of the receiver.
6. Go to “Settings”
7. Enter the PIN code (“0000”, “9998” or “9999”)
8. Go to System Setup > Diagnostics
9. Check the current release number
10. The version should be 106
11. Press cancel/back, then select “Installation Setup”
12. Select “Satellite Setup” then press “ok”
13. Set the following:
a) LNB Type: Dual
b) Low Band and High Band LO Frequency: 09750 and 10600
c) LNB Power: “ON” for the main box and “OFF” for the 2nd/3rd box)
14. Select SES7-NE8 entry point and check signal parameters, then press OK
Sana makatulong... (at di na uli magkaroon ng iba pang issue)

Nakalampas na ang bagyo dito sa Pangasinan at nangangati ang kamay ko na galawin ang receiver since walang signal na nakukuha ang box. From the looks of it di naman nawala sa alignment ang dish.
