but you live in the province. much less traffic where you intend to drive... you'll probably get better km/li numbers there.

So I would assume you travel ~40-50km a day? That means the home-work journey is a bit long at 20 km 1 way, so I'm assuming it's not all heavy traffic which is why you have higher expectations for your FC.
When I travel from Pasig-Fairview (25 km away) I get around 12 km/L if I drive nicely. But if I travel Pasig-Makati (6 km away) during rush hour, 6 km/L is already very good.
So the city driving FC expectations really differ on the routes that you take.

My weekly route of 400 km costs me about 1800. If I wanted to save money, the best option is to commute and avail of the free service our company offers.
However, I really like to drive. I've always enjoyed the comfort CR-V 98 has provided me. With Mazda, I also enjoy the comfort in addition to the exhilarating feeling of "connectedness" to the car.
