1. The mobilio is built on the cheaper Brio platform.
2. Engine displacment 1.5 vs 1.3 in favor of the jazz
3. Better headunit on the jazz
4. Traction control and paddle shifters for the jazz
Thai baht strength (jazz production center) vs indonesia rupiah (mobilio production center)

Same reason why an altis costs as much as an innova. One is relatively more "luxurious" and the other is utilitarian. They will have different buyers. The only problem is that they look the same for most people.

Just to add:
1. Material quality, if you look at the interior, the Jazz has better materials throughout the cabin
(Dashboard, seat type(ULTR) and materials, sidings)
2. More features (VSA, Push Start, Bigger Alloy Wheels, Instrument Cluster, etc)
3. Development cost? The Jazz seems to be developed at a higher level which enables it to be
good in several aspects (specially space and versatility)

The Jazz is built on a higher-strength, more rigid platform. High-tensile strength steel costs money.
The Mobilio/Brio, on the other hand, doesn't have to meet strict European/Australian NCAP standards, so they get away with lower production costs. And then there's the cheaper plastics, as glntVR mentions.
This makes the Mobilio cheaper per cubic foot of space, compared to the Jazz.

R&D Costs.
Jazz R&D cost's more because its a global car for Honda...
Mobilio is an ASEAN Car.
Material Cost:
Jazz needs to feel upscale.
Mobilio has harsh and tier lower plastic feel parts.
Pero that being said.... remember the new City 1.5 which costs a little higher than the out going 1.3 City? It just shows that Honda can lower its price if it wants to.
I personally feel that Honda jazz is overpriced by at least 50,000 php.

The Jazz also has great resale value.
When we sold our 2008 Civic 1.8S A/T and 2009 Jazz 1.5 A/T, the Jazz sold for P15k higher than what we got for the Civic.
In its class, I believe that it is still generally the more desirable car. I mean, only market demand can jack up the resale value.
