Are the two (2) conventional brake lights not sufficient?
And there are vehicles that have fourth brake light.

Conventional brake lights are enough to signal to the car behind it's intentions. The third brake light (or high mounted brake light) is to signal the cars following the car behind you of your intention to slow or stop. This basically tried to prevent/minimizes a car pile-up collision event.
Of course this assumes the cars do not have tinted windows.

Based on research done prior to making high mount stoplights mandatory in other markets, high mount stoplights (3rd brake lamps) can reduce the occurence of rear end crashes by as much as 54% compared to not having one.
The third brake light is not only easier to see, but the change in the vehicle's 'taillight signature/pattern' makes it easier for the following driver to discern if the vehicle is actually braking.
In Europe, most cars have separate lenses for brakelamps and taillamps specifically because the change in pattern is easier to see. Just look at Volvos, Benzes, BMW's and recent Hyundais (e.g. Tucson) and Suzukis (e.g. APV).

3rd break light is very useful.. gaya nung sa car nmin, konting apak mo pa lang sa break ay umiilaw na agad ang 3rd break light before yung 2 breaklights so that yung nasa likod, na-aanticipate na agad na prumeno ako..

I was once behind this big body corolla and his third brake light lense was removed so everytime he stopped it was really blinding....are they intentionally doing that for fun or just to be a nuisance? made me want to install an HID on my 3rd brake light hehehe! :D
