Could somebody shed a clearer light on this? Some news reports cite the single cab only exemption while others cite pickups in general which leads me to assume indeed all pickup type included. Ano kaya exactly nakalagay sa batas?

Autoindustriya.com first reported that only single-cab are exempted in a 12/14 article.

Also of significance is the exemption of vehicles such as trucks, cargo vans, jeeps (i.e. "owner" type), jeepneys, jeepney substitutes (i.e. FB body), special purpose vehicles (i.e. cement mixer, crane trucks, etc.) and single cab pick-up trucks. Double-cab pick-ups are covered by the bill.
Then autoindustriya release a contradictory statement in 12/18

The bill defines a large tax exempt range – trucks, special purpose trucks [dumpers, transit mixers, etc.] jeep and Jeepneys. Trucks were defined to include all pick ups, not just single cab chassis. The latter may prove a boost to local body builders like Centro, Almazora, Del Monte, etc. as L300FB and FX substitutes will abound. We suppose this tax break is in support for the family enterprise and agricultural starter/small scale businesses.
Better wait for a goverment agency to release a official statement about this.

Can any of the brilliant minds here explain why the tax reform is pro-poor?

Say, I am a minimum wage earner who is already tax-exempt with the current tax scheme.

With this new tax bracketing, I DON'T GET AN INCREASE IN TAKE HOME PAY (because I was already tax-exempt to begin with).

However, since the excise tax on fuel, sweetened beverages, and reduced VAT exemptions apply to all (including me the minimum wage earner), I will end up with higher expenses.

So I get the same amount of take-home pay, but have to deal with higher expenses. So net, I end up with less.

    Again, how is this pro-poor?

Probably pro-middle class and definitely pro-rich with lower estate taxes and cheaper luxury cars, but not pro-poor (which btw comprises the vast majority of Filipinos).

Exactly what the taxi driver I rode to work today was telling me ... walang benefit ang mga mahihirap sa TRAIN na ito, bagkus lalo pa silang maghihirap dahil tataas presyo ng mga bilihin dahil tataas ang krudo at kuryente.

Just like appeasing the police and the military to avoid a coup, he needs to contain those who have the resources to mobilize a crowd and the potential to lead a revolution.

Saw this on FB and it discusses with greater clarity the point I just raised:

    Lower taxes, finally!

Yun yung mas madaling kwentahin at mas kongkreto.

Kahit saang anggulo mo tignan, sila talaga yung kawawa eh.

OR pinapa-guilty ko tayo.

But I didn’t really wish for higher taxes for goods.

Na yung mahihirap — they get subsidies; na yung mayayaman — mayaman na sila eh, and powerful and influential. Tapos yung middle class — heavily taxed.

Between two people na magkasing-sipag at magkasing-talino, llamado pa rin yung kumpleto ang libro.

yeah basically TRAIN gets to tax the poor (majority of pinoys) which they couldn't tax before. so more money for infra projects which may benefit the poor also, but not always (like airport dev't)

the rich get richer, the poor get poorer. but for once the middle class get some relief
