Renewal of existing registration lang naman. Kaya wala masyadong kaso if by proxy.
Parang payment of realty taxes. City hall doesn't care who pays, as long as they're paid.

Yung medyo delikado and dapat higpitan sa LTO (if they aren't) ay yung change of ownership.
