^That is because once a concrete road breaks or cracks, the whole slab must be replaced even though some parts are still ok. Patching it with asphalt is a cost effective alternative, but, once it rains or gets flooded, it gets detroyed overtime. Higher mainantance but it's still cheaper.
On the other hand, concrete roads saves you 15% on fuel cost since it's harder than asphalt and it lasts for 40 years.
