The DPWH will begin (finally!)of the long awaited Metro Manila Interchange Construction Project, G. Araneta Ave. (C-3) /Quezon Avenue (R-7) Interchange. Construction will begin mid/late June. Be advised to start looking for alternative routes.

Bautista upset over 2 projects of Public Works
    by Rio N. Araja

QUEZON City Herbert Bautista is upset over the construction of an underpass and a flyover by the Department of Public Works and Highways on Quezon Avenue and Araneta Avenue, saying the twin project would cause traffic from Edsa up to Morayta Street in Manila amid the rainy season and the impending opening of classes.

Bautista met with some DPWH officials and traffic supervisors of Manila City to closely coordinate with them, and require the submission of a traffic management plan to ease up the expected bottleneck that would result from the construction in the next 15 months.

“The DPWH had already informed us about the bid-out of the projects, and that these would kick off in June, the height of the rainy season. Moreover, students will be returning next month,” he told the Manila Standard.

“That’s why I called for an interagency meeting to address traffic considering Quezon Avenue and Araneta Avenue are not that big.”

He said he has instructed Elmo San Diego, the city’s Department of Public Order and Safety head, to coordinate with the Metro Manila Development Authority and local officials within the barangays covered by the two projects.

Ric de Vera, chief of the DPWH-National Capital Region’s Planning and Design Section, said the department’s Urban Project Office would put up a 300-meter tunnel from Quezon Avenue in front of the Rapide branch up to Sto. Domingo Church (?), and a flyover on Sgt. Rivera Street corner A. Bonifacio Road along Circumferential Road No. 3 going to Araneta Avenue to connect Quezon City to Caloocan City.

He said the infrastructure improvements are designed to reduce traffic on the two main roads.

QC intersection to be partially closed to traffic | Inquirer News
    By Jaymee T. Gamil
    Philippine Daily Inquirer
    10:58 pm | Sunday, June 12th, 2011

Motorists should avoid the Quezon Avenue–G. Araneta Avenue intersection in Quezon City for the next few weeks if they want to avoid getting caught in heavy traffic.

Starting Wednesday, the busy intersection will partially be closed to vehicles in preparation for the construction of an underpass in the area.

The 440-meter-long, four-lane underpass is part of the C-3/Quezon Avenue Interchange Project and is expected to improve traffic flow in the area.

    Alternate routes

The Quezon City government, the Department of Public Works and Highways and the Metropolitan Manila Development Authority, meanwhile, advised motorists passing through the area to take alternate routes with the intersection’s closure starting this week.

The agencies concerned, however, did not give a target date for the completion of the project.

Those who will be affected by the rerouting are motorists bound for Quiapo, Manila, coming from Edsa in Quezon City.

Also affected are motorists coming from Espaņa Boulevard in Manila and passing through Quezon Avenue on their way to Edsa and those who pass through G. Araneta Avenue on their way either to Sta. Mesa in Manila or Quezon City.

Given the nearby areas flooding history, why are they going to build an underpass?

Alternate routes are quite hard to come-by in that particular area IMO.

    E. Rod - Araneta is bad already as is, same goes with Del Monte.

Actually, the underpass was designed to solve the flood problem of Espana and Araneta-E.Rod avenues... it'll be a new catch basin. QC's answer to the Lagusnilad underpass... bigger, better. :D

There is that small bridge that connects the Roxas District to Kaliraya St. and comes out at the intersection of Araneta Ave., where Funeraria Paz is located. Problem is its squatter infested and there is a market along the way. Once passed the bridge, OK na.

this is the best alternate route if only the local government get rid of those vehicles parked near the bridge, and also the market. kaya lang, mukhang walang pag asa ayusin yung looban na yun.

*shadow- sabi it's 15 months construction period.

If you were wondering why there's no traffic today...

Traffic rerouting starts June 20 for construction of QC underpass - Nation - GMA News Online - Latest Philippine News
    06/14/2011 | 09:54 AM

Starting on June 20, traffic along G. Araneta Avenue and Quezon Avenue in Sto. Domingo, Quezon City will be rerouted for the construction of the C-3/Quezon Avenue Interchange.

A 440-meter, four-lane underpass along Quezon Avenue crossing G. Araneta Avenue will be constructed in the area.

    Expect heavy build-up

“Motorists are advised to expect traffic build-up along Araneta Avenue and Quezon Avenue as the government starts the construction of the 440-lineal-meter underpass project this June 2011 to speed up traffic flow and reduce pollution load by lessening gas emissions during traffic gridlock," Department of Public Works and Highways (DPWH) Secretary Rogelio Singson said in a news release.

The DPWH, the Metropolitan Manila Development Authority (MMDA) and the Quezon City local government have mapped out the traffic management and rerouting plan for the project.

Costing P430 million, the interchange project involves the construction of a four-lane underpass along Quezon Avenue crossing Araneta Avenue, including the installation of a submersible pumps to manage flooding and construction of reinforced concrete box and pipe culverts.

When completed, the project is expected to help decongest traffic along Epifanio delos Santos Avenue (EDSA) and nearby major thoroughfares.

It will also include the widening of Mariblo Bridge along Quezon Avenue and improvement of service roads and approaches of the intersection.

To ensure that the flow of traffic will not be severely affected during the 450-calendar day construction period, the DPWH Urban Roads Project Office, the Metropolitan Manila Development Authority (MMDA) and Quezon City Government mapped out a traffic management re-routing scheme.

    Traffic rerouting

Motorists from EDSA Quezon City going to Manila/Quiapo can take 11 alternate routes including:

•From EDSA turn right at West Avenue turn left at Del Monte Avenue and left to A. Bonifacio Avenue, turn right to Blumentritt, left at Dimasalang all the way to Manila.

•Motorists coming from Manila through Espaņa to different point along EDSA Quezon City have also 11 identified route options, among which is from Espaņa turn right at E. Rodriguez Sr. straight to EDSA/Cubao Interchange then take left to EDSA/Quezon City.

•There are six identified routes for motorists coming from Sta. Mesa and Aurora Boulevard through C-3 (G. Araneta Avenue) to A. Bonifacio Avenue, among which is to turn left at Bayani or E. Rodriguez Ave., then right at Banawe Street, right at Amoranto Street, left at G. Araneta Avenue then straight to A. Bonifacio/North Luzon Expressway.

The alternative routes can be viewed at DPWH website Welcome to the* DPWH Website.

    Chokepoint

"According to our studies, ito po ay isang chokepoint na intersection, na kailangan pong maresolve ang heavy traffic dito. Kaya nagkaroon tayo ng underpass," DPWH Urban Road Projects director Marnie Alquiza told Arnold Clavio on Unang Balita on Tuesday.

While the underpass is envisioned to improve the traffic flow in the area, its construction is expected to cause heavy traffic during the estimated 450-day period of construction.

"Mayroon na po kaming mga measures para maiwasan ang heavy duty traffic," said Alquiza.

He said they have also prepared three pumps to help abate floods when there is a heavy downpour.

The first stage will already affect both directions along Quezon Avenue.

"After G. Araneta avenue from Manila, going to Quezon City, may gagawin tayong diaphragm wall at pump. Sa kabila naman mayroon din tayong widening diyan. Aalisin po yung pedestrian overpass," said Alquiza.

"Yung traffic planning po namin diyan, yung mga U-turn gagawan po ng paraan na ma-divert din," he added.

"Of course magkaroon tayo ng re-routing, maraming alternate roads na puwedeng daanan. Pero yung public vehicles puwede pa rin pong dumaan diyan, 'di naman totally closed yan. Maiiwan ang at least tig-dalawang lane na both directions po," said Alquiza.

"I'd like to ask our motorists to please bear with us, yung mga inconvenience. Sisiguraduhin namin na mamenos ito by providing flyers and directional signs along the way," he said. - with Carmela Lapeņa, GMA News

and yun nga, as pointed out by tsikoteers, sana di bahain yan... yung sa qave/edsa binabaha paminsan

If you're going to use this bridge going to Manila, take Champaca St. coming from Sct. Chuatoco St. At the end of Champaca, turn right to bridge. This is the closest detour route, ang layo at dami ng traffic lights kasi ng E. Rodriguez and Del Monte Avenue. Why this bridge is not mentioned in any DPWH advisory is beyond me...

seems to me, those who planned these alternative routes, consulted only road maps and did not bother to actually go and pass thru these routes. because if they did, they would see that the roads needed to be cleared of obstructions: palengke traffic, vehicles parked on a semi-long term basis, and what-have-you. why, on del monte ave, there is a stretch of road that is only two lanes wide; on it is a deep pipe (?) hukay which effectively blocks off one lane, making it strictly a one-lane segment.
same with buendia overpass. the planners of the alternative routes, clearly did not bother to make an actual site evaluation. because if they did, they could not possibly have missed the endless lines of parked vehicles on these roads that they have asked the motoring public to use..
but back to quezon avenue-araneta: quezon avenue is flat, while araneta is a dome. is it not possible that doing the underpass in araneta is a more logical choice than on the flat quezon avenue?
