My fearless forecast is that LTO will "condone" the surplus cars already in private hands and will continue renewing them. It's just too impractical for each LTO agency to deny renewal based on the prefix (B, R, Y...) and examining differences in year model vs. 1st registration. It's also an invitation to corruption.
Besides, I'm sure there are powerful people who bought surplus cars that will influence government policy at the department & bureau level. Hell, I've even seen some red-plate local gov't vehicles that are obviously surplus, ex. Mitsu Jeep J23, Delica,..

thanks sa replies. im leaning towards buying it since its registered since 2004 pa and starts with G the typical cebu plate. i did lots of reading and lto says vehicles registered on dec 6 2007 up to now are the ones having problems
I Hope that government would "repaso" the EO 156, because I think na may kinikita naman gobyerno sa importation ng 2nd hand vehicles. Masyado lang reklamo ng local manufacturer kea pinalabas lalo ang batas na yan. But, lets' face it, most people wants 2nd hand vehicle because they are cheap than new one, there are all kinds of vehicles that people would want to buy or so called OPTIONS to choose (e.g. . Importation of 2nd hand vehicle doesn't kill the local manufacturer instead it's another option for people who wants to spend their money on wheels, they can choose brand new or used cars.
Pahirap kasi ang hindi pagpoproseso ng LTO sa mga 2ndhand import. Limitahan nalang ang importation, wag na total ban...
Too bad kung wala na tayong makikitang mga Legendary, Classic cars that would roll on philippine roads.
mga sir tanong ko lng. kakakuha ko lng last July 01, 2013 suzuki every plus sa province nmin sa visayas. kasama ba yun sa ban? hanggang ngayon antay ko pa ang register plate..mayron nman po syang tempoary plate no. 9J*****.hindi ko kasi alam kng hassle free na yan sa registration. hindi ko pa alam na may ban pla sa surplus kng alam ko lng d na muna ako kumuha.. TIA
As far as I know, cargo trucks have always been exempted from the ban.

Don't know. Rusco imports them and rebadges them for sale. They legalize it by "rebuilding" it (body repair, repaint, overhaul, LHD conversion, etcetera) so it becomes a "local" car. I don't know if the same can be done with a van type... if it's a commercial van type, okay... but if it's a passenger van, that's a gray area...
