Default Fined for Traffic Obstruction After Collision

I'm sharing my friend's experience yesterday.

He was driving in the area of Meralco, ortigas ave, and the jeep made a reckless left turn (after getting passengers in the rightmost lane) and bumped my friend's passenger side door. There was a big dent and the jeep said he couldn't pay for it so my friend said to just wait for the police. When the police came, they made a report and did the paperworks which nearly took 2 hours. After that, the police officer told him that he is being fined P500 for obstructing traffic even though he wasn't at fault in the first place. Then he pulled my friend to the side and said that if he would give the police P200, he would let the offense go. My friend paid 200 cuz he was already stressed out and just wanted to get it done with. But he got all the info about the officer and the jeep.

I think this is pure BS and was wondering what can he do now. Should he go to LTO and report everything?

LTO will probably wash its hands and say, bakit kayo nagbigay?

if he got it on tape, go. But...

p200 vs hassles, etc - is it worth?

some will say, prinsipyo pinaguusapan - kaso nasa pilipinas tayo.

Wala, your friend was owned by the stupid ass corrupt cop (ah yes, quite redundant isnt it?). Unless he has the time, connections and energy to file a complaint with the agency concerned and justify why he gave lagay, then he should just learn from it.

Also, SOP is for the enforcer to take note of the car positions during an accident, if you have a camera, take photos, etc., then move it aside so as not to obstruct traffic. That's why i was very pissed at the PNP policeman (Innova back-up driver) who i bumped before because he immediately put the car he was driving to the side of the road after the accident para maiwas din makita ng investigating MMDA that he cut out and across from the U-turn slot without slowing down.

You're right, this is BS, but your friend gave into the officer's corrupt practices. He can report it but to get an appropriate action vs the traffic cop ...... forget it .... it's unless he got all in tape or record.

He could have just asked for the TVR and contest it, but he should go through the system which includes hassles, delay and test of patience. Charge this to experience.

Its SOP in the Philippines not to move the vehicles in cases of an accident so that the traffic police can make a sketch of the accident scene.

Personally, I do give a small "tip" to the officers if they are helpful to me and being extra-stressful to the taxi or jeepney driver. hehehe

Yeah, for P200, its not worth the hassle. Ang sama lang na cya na ang nabangga, cya pa ang nagbayad.

If that would happen to me, whats the best thing to do here? Chances of colliding with jeeps/taxi/tricycle are very high.

Point at the Jeepney driver and tell the police, its his fault. Ask him to pay up.

Tindi talaga ng kapulisan (incl traffic enforcers and the like) natin. Very 'creative' in finding ways para lang kumita.

Baka nakita ng pulis na easy victim na yung friend mo. Mukhang pagod at stressed out, will probably be agreeable to pay grease money matapos lang, that sort.
