Thanks very much for this. I've come to realize the hassle of presenting official ID's w/ info that don't jive so I've been wanting to correct the year of birth on my license also. Can this be done in any LTO office or does it have to be at the East Ave. branch? Thanks.

The last time I asked this question at the Ayala-MRT LTO branch (during my previous renewal 3 years ago), they said it has to be at East Ave. (for changing birthdates, that is). Now that there isn't any penalty, I'm not really sure. I just decided to go to East Ave. to be on the safe side.
Sorry, I have no photocopy of the old one to compare my new one with so I can't give you a sure answer. As a guess, I don't think they did.

i checked this with a friend who is a ranking officer in LTO. he confirmed that all you need is your NSO Copy of the birth certificate and your license. bring it to any LTO office (not the pilot offices in malls) and you just pay a fine of P75 more or less (cannot remember the exact amount actually) plus the usual fees related to the renewal of your license and then your done. No need for affidavit or other docs.

Guys up ko lang 'to. Tumawag ako sa LTO Makati and tinanong ko kung meron pa din penalty ang may fake date of birth. Sabi ng nakausap ko in effect pa din daw yung suspension kung ipapabago yung date. Ano kaya ang tama?
yung gf ko nagpa renew ng license sa tayuman.. mali yung bday nya pero pinatawag sa verification window tapos tinanong lng sya kasi di nagmatch yung bday nya sa license saka sa renewal form nya.. sinabi lng niya na typo error tapos hiningan siya ng 2 valid id's na kung saan nandun yung bday nya. tapos ayun inedit lang nung babae sa record nila sa pc.. pagbigay ng license nya.. tama na yung date
Just talked to the Muntinlupa branch's Licensing department...sabi all you need is birth certificate and affidavit of discrepancy. If you're 18 and above when you applied for the license, then that's all. If you're below 18 when you applied, then you'll have to pay 5k and they'll slap you with a 1 year suspension.

after the agency code, the next two numbers is the date when you first applied for and issued your license... hope it helps
btw, the penalty being imposed for wrong bdate, if you're below 18 when you applied for driver's license, applies only when such erroneous date was simply utilized to satisfy the minimum age limit .... legally, that should be the case...however, the hard part is you have to prove it so, in most cases, those with bdate discrepancy simply pay the penalty for convenience and expediency.
the LTO staff might have presumed that you applied for your license at the time you were of legal age already. but as we all know, even minors (16yo) can apply for a license provided they can present affidavit of consent from parents or guardian...
if in 1990 you were 17yo only considering that you were born in november as you said, i guess thats the probable reason for the discrepancy to make it appear that you're 18yo already thereby dispensing the need for securing your parents' consent. if that is the case, then you will be liable for administrative penalty of fine as mentioned above... technically, you're criminally liable also for falsification of public document but as far as i know, LTO is not overzealous in pursuing such criminal liability and simply imposes the fines instead. just my cent...

18y.o onwards-can apply student permit and non-pro or pro driver's license without parent's consent.
got my driver's license when i was 17y.o. without any consent from my parents. di ako hinanapan, pero nung nagpa renew ako last year, hinanapan ako ng tin no.
pwede na ba magka driver's license ang 16y.o? non-pro?
