correct sir monseratoo, Rolls Royce and Cebu Pac is partnering, i just clarified this with my co-worker. But not only maintenance. I learned that they may also produce.
regarding the governments plan of producing Jets, it's not the super pinto anymore. There are a lot of designs already from aero engineers.
Errr...the AFP cannot buy new war equipment without an Integrated Support and Logistics package which includes:
1. Training in operational use
2. Training in maintenance
3. Logistics and spares for several years
4. Facilities for stores and maintenance
So the cost per unit of the aircraft or whatever other equipment purchased takes into account the ISL.
UAVs were never used for interdiction of aircraft intruding in territorial airspace. It doesn't have the performance or armaments to go head to head with another jet fighter.

never park the planes in close proximity with each other,
protect the assets from an aerial attack using Hardened Air Shelters (HAS).
without proper storage and secure parking areas, the dreamed about military hardware are sitting ducks, bait, targets and a great loss of hard earned cash.
there are hardly if any radars and air space intrusion capability. this is where PAGASA satellites and radars have to be tapped to augment the area awareness. so much for the aircraft, where are the refuelling stations? how about command and control? armament resupply? hangars for pre-flight, post-flight inspections? aerial refuellilng? maintenance docks? these are major assets that need to be maintained and protected. this is more complex than just planning and purchasing equipment
