Very true.
People in MM (I'm from Laguna hehehe) especially those who drive and own smoke belching vehicles don't realize they will spend more or lose more by not at least improving their current vehicle emissions.
Simple lang naman. Pag nagakasakit si driver, gamot at bawas sa kita din. Tapos malakas pa kumain ng diesel o gasolina.
To be honest, low emission vehicles are just a small part of the transportation-pollution problem.
We have to look at transportation demand management strategies to significantly improve air quality. That is, reduce travel or reduce individual travel by private cars, change composition of the vehicle fleet, etc.
What is being overlooked is land use planning. For people to be able to walk or ride a bicycle instead of taking a short jeepney ride, a careful city planning (and implementation) is needed. Unfortunately, we cannot do anything about the hot and humid weather which is really a turn off for non-motorized transport.
