Are they even sure that the music on their son's/daughter's/wife's iPod are downloaded LEGALLY ?

Are they even confident that their relatives do not download movies from *******s & the like ?

IMO. This law is nonsense. There are numerous problems in the Philippines that needs to be addressed then they focus on this one.

If they carry out the law as-is, even the internet provider could be liable for cyber-libel. LOL!

Legally or those that require you to seed their files? Only way to get Full HD films legally is to buy a bluray disc or download a low res digital copy from Amazon or Itunes, which won't work because of your local IP address.
