Under Philippine law. Which runs contrary to the Constitution AND the UN Bill of Rights. That's why there were proposals to junk the current libel law.

Leave the lawmaking to those who are competent.

OT: naalala ko nung impeachment trial, after sabihin ni Sen. Santiago "WAAAAH!!" Sabi ni Sen. Escalera este Sotto: what is the spelling of Waaaah?

There are white-hat and black-hat hackers. The typical hacker would be labeled as black-hats. The white-hats are supposedly hackers for good or ethical hackers. Some even work for private (computer security) companies. It is possible for the NBI to hire the services of "white-hat" hackers. But skill levels still differ from person to person so no guarantees.

Also there are certain techniques which is practically foolproof in wiping out traces of one's access source. And with today's prepaid 3G internet, actually getting a pin-point location is zero, and much less of even identifying the user.
