The old school diesels only has 1 fuse box underneath the steering column opposite the column shifter. This is the same as the 190s 4D56 L200 Estrada.
Naka hiwalay nga yata ang AC accessory sa L300, just trace back the wire from magnetic clutch then a separate relay then going into the cabin. You could also check the rotary knob of AC, the blower resistor is usually mounted near there or at the body of blower housing. L300 is one of the worst to work as the tight and dirtiest space, you should extend some patience in troubleshooting.
IIRC there are 4 screws holding the front control panel, you have to open the glovebox. The fan blower is just below the passenger side dash pwede mona kapain siguro kung kaya.

Before you plan on putting in a coolant, better look for the cause of the water loss. Sayang kasi kung lalagyan nyo kaagad ng coolant kung mauubos din lang. Madaming cause ng coolant loss, syempre kung may visible leaks, then baka barado radiator, stuck up thermostat valve, or defective cylinder head gasket. Better have it checked by a competent mechanic para ma pin point yung problema.
