One of the most visible examples of the lack of discipline and failure of law enforcement in this country is the chaotic traffic in Metro Manila. And among the worst examples are the pedicabs, tricycles, and now the latest version, the kuliglig. The original kuliglig is a mechanized farm implement used in the provinces. In Metro [COLOR=blue ! important][COLOR=blue ! important]Manila[/COLOR][/COLOR], it is a pedicab powered by a tiny motor with an insect-like buzzing sound, hence the name.


As in the provinces, when the kuliglig - both the farm implement and the motorized pedicab - ventures into a major thoroughfare, it slows down vehicular traffic. A decade ago, all three-wheeled public conveyances, motorized or not, were banned from traffic-choked major streets and relegated to secondary roads in Metro Manila. The ban was half-heartedly enforced for a few days and then forgotten.


Now Manila Mayor Alfredo Lim has issued a similar order covering the kuliglig. The order makes perfect sense except to the kuliglig drivers and operators, who put their disruptive capability on maximum display by blocking traffic around City Hall for several hours yesterday. After repeated warnings by anti-riot police, during which the drivers pelted the cops with rocks, the protesters were dispersed with water cannons and the rowdiest among them arrested.


The city government should not back down on this one. Mass transportation in Metro Manila is slow and inefficient enough without three-wheeled vehicles further slowing down traffic flow. Kuliglig and tricycle drivers have a right to earn a decent living, but every right must be exercised with responsibility. Against the right of those 500 protesters yesterday to continue doing what they want is the right of millions of motorists and commuters who use Manila’s major thoroughfares daily and deserve better traffic management.


Lim should not be alone on this one; the other mayors plus officials of the Metro Manila Development Authority must see to it that all three-wheeled and animal-drawn vehicles are kept off major thoroughfares. Tricycles and the motors on the kuliglig are also among the worst polluters; why should they be exempt from the Clean Air Act?


To reduce traffic in Metro Manila, the use of private vehicles is limited through a coding scheme based on license plates. Coding should also cover [COLOR=blue ! important][COLOR=blue ! important]buses[/COLOR][/COLOR] on EDSA. All rights are subject to reasonable regulation. The state has a right to prevent three-wheeled conveyances from becoming traffic nuisances.

You can blame the protesters for that. If they didn't choose to protest in Mendiola then it wouldn't have been closed to traffic so that the Bacood jeeps can pass there as per their route.
