    From the top...

-drain and replace all the fluids (motor oil, power steering, brakes, radiator water, etc)
-replace all the belts, oil filter, air filter, fuel filter, radiator hoses, radiator cap.
-by hand, check if the engine still turn or is it seized (if seized, you'll need to have it overhauled)
-replace the sparkplugs, check if the sparkplug leads are cracked. Replace if necessary.
-replace the battery. Check the electrics for any warnings or loose wires hanging or cut or bare wires (rotted or eaten insulation)
-check for vermin infestation and potential damage due to rats/mouse.
-replace the old stale fuel with fresh gasoline. Flush the system out until fresh fuel comes out at the engine side.

    Start the engine.

You might be better off letting an experienced mechanic do the work.
