Correct si yebo that major road always has the right of way over minor roads. But the problem is that medyo nagpabaya dun sa paggawa ng police report. If as both parties claimed that both were not at fault, then hindi niyo dapat pinayagan na ilagay ang "V1 bumped V2". That alone implies that V1 is at fault. It should have been something like "V1 collided with V2"
