opening the hood will indeed cool the engine bay much quicker but it will be more beneficial to your hood's paint finish and the other plastics and rubbers inside the engine bay but not for the turbo. When you turn off the engine the oil in the turbo drains back to sump. if your oil burns and solidifies into the turbine shaft when the engine has been shut down then I guess you are using the wrong oil spec for your engine as your engine is no longer producing heat. Imagine what will happen to that oil when the turbo is spinning at 200k rpm. I know it doesnt hurt to open your hood after a long drive as it is free as someone mentioned earlier. I myself do that too but it is more to prolong my paint finish and the elastomers inside the engine bay and not for the turbo. If it is really necessary, the car makers would have developed a system the opens the hood after a long drive or a fan that would help draw out the heat from the engine bay after you shut down the engine.
